The register is where the firm holds the figure. It carries three distinct states, an append-only ledger, a daily settlement pass, and a stamp on everything it prints.
Grouped by trader and clause, repeat offenders first.
Each group shows the worst multiple of the limit it contains. Three states are kept distinct because they answer different questions. Open is the firm's state: an exceeded observation with no acknowledgement. Unreviewed by you is the officer's own watermark: what has landed since this officer last looked. Acknowledged is the ledger: reviewed, on the record, with a name and a time.
Acknowledging is not deleting.
Every acknowledgement is an append-only record with the officer's name and time, and the observations it covers. There is no route to edit or remove one.
The daily settlement pass.
Every day, every active clause, every trader: measured within, exceeded, or declared unmeasured. A clause that could not be measured is listed as not a pass, so the gap is visible rather than silent.
Every oversight surface prints, and the print names its scope.
Each PDF carries the as-of time, the generating officer, the scope it was filtered to (desk, name filter, status), and the monitoring line naming any unmonitored clauses.
Open flag means one thing on every screen.
